Newspaper in the Tube

I found many people who were reading the newspaper in London Tube. Most people were reading free newspaper.
These free newspapers were circulated at the way out of the each station. These free newspapers were a splendid newspaper like a Japanese typical newspaper.
Theses newspapers was left bihind the seat, when finished reading.
So, other person who sat next to person and other person who was sitting next to person begin to read the same newspaper.
As for this system, every person can read the same newspaper. I think this system is good for recycling.
But,,,,, a lot of newspapers that finished reading always left in the Tube.
These newspapers sometimes drop on the floor of the Tube... It is always a little dirty in the Tube.
